In a major shift from the past, the Indian Army is considering a proposal to allow common citizens to join its ranks for three years ‘Tour of Duty’.
“A proposal is being discussed under which common citizens would be allowed a three year Tour of Duty in the force to serve the nation”.
When asked about the proposal, the Army spokesperson confirmed the same. This proposal is part of the Indian Army’s efforts to attract the best talent of the country into its fold. At present, the shortest tenure one can do in the force is of 10 years under the Short Service Commission.
Sources said the Short Service Commission is also under review by the top brass of the force to make it more attractive for the youth.
Indian Army has been facing a shortage of officers for many years now and wants to do away with it at the earliest.
The Short Service Commission had earlier started with five years minimum service but then it was extended to 10 years to make it more attractive.
“Tour of duty “ is spreading like fire among defence community. there is an excitement and confusion in everyone's mind.
This concept is widely Followed in many developed countries like Israel, USA , and many more other countries.
Let us Understand what is Tour of Duty and how it shall be worked in India.
It is being planned to Open “ 3 Years Tour of Duty “ voluntarily. i.e; it won't be mandatory but those who wish to can join.

With the perspective of officers,
The short, voluntary “tour of Duty “ is for YOUTHS WHO “ do not want to make defence services their Permanent vocation. but still want to experience the thrill and adventure of military professionalism.
The idea is to shift the concept pf PERMANENT SERVICE toward Voluntary Internship experience for 3 Years.
The Selection Procedure will not be relaxed. SSB interview will remain exactly the same except that there will be no written EXAM. BUT shortlisting will be based on some criteria which are currently being worked on.
when a candidate is selected for “tour of duty” the officer cadet will undergo the same training as other commissioned officers apart from 3 years of service. and will receive a salary higher than other commissioned officers.
currently, the average salary of a Young OFFICER revolves around 70k. further, his salary will not even be taxable.
He will abe to use all canteen, medical facilities, and other such facilities, which are being used by Commissioned Officer.
Other benefits like he/she shall be given preference in Public sector jobs and Postgraduate courses after his tour of Duty.
Advantages:
  • Exposure of the Indian Army.
  • Many youths who do not wish to join on a permanent commission can join here for a very shorter duration of time.
  • Corporate houses prefer employing individuals who have been trained by the Indian Army.
  • Indian Army can save nearly 90 percent of the total cost if compared with the permanent commission.
  • The Tour of Duty concept will boost an individual's subsequent career.
  • Students from IIT, IIM would be in the frontline to serve “Tour of Duty “ with underlying benefits.
Government and Corporate Jobs will not have “ Tour of Duty “ as a compulsory criterion. however, those who would served “ Tour of Duty “ will have edge over freshers and others.
Clearly, by now you should know that it is not going to be easy as the selection process will remain exactly the same.
It is just that one more entry has added up with lucrative benefits and those who exhausted most of the entries have new window opening up.
This Initiative will boost the modernization of Army with talents coming from every filed and substantial savings of cost in the form of pension, gratuity benefits, ECHS , etc. THE army has said the cost of three-year service per Officer will be a fraction of the cost incurred on SSC (Short Service Commission ) Officers. This way Army will save a lot of money and will be able to use it effectively for modern weaponry, modern warfare, and overall development.
With the perspective of JAWAN whose, average service is for 17 Years , The Army has calculated a lifetime savings of Rs 11.5 crore per person.
Listing the benefits for the services, it says it will bring in savings from salaries and pensions, and “decrease the frustration” of officers who are released after 10-14 years of short service when they are in their mid-30s.
Pointing out “immense financial benefits to the organisation due to reduction in pay and gratuity payouts”, the Army has said the cost of a three-year service per officer will be a fraction of the cost incurred on Short Service Commission (SSC) officers.
It says the cost incurred on an officer, who leaves after 10 or 14 years, is Rs 5 crore-Rs 6.8 crore, which includes the cost of pre-commission training, pay, allowances, gratuity, leave encashment among others. The Army estimates that the corresponding cost for a three-year service will be Rs 80 lakh-85 lakh.
Saying that it will help to “channelise the youth energy into positive utilisation of their potential”, the note adds that “rigorous military training and habits inculcated will lead to healthy citizenry”.
 It's a good initiative from Indian army as it will profit Indian army in many ways :
1. Indian army will have to care less about the pension of their soldiers. Which took almost 1/3 of The defence budget.
2. Indian army could maintain a less number of troops and decrease the quantity of the personal and could focus on the investment on modern weapons. Now you would think that if a war breaks out army will not have troops to deploy but you are missing something. Army could call these already trained men for service and as they would already be trained it will take some days or weeks to get these men up and ready strike at the enemy.

  •  It is a nice initiative taken by the government and it is needed to make Army more modern.
  • As Israel, a small nation has its every citizen trained. They do not have a bigger army but they can call these trained men to fight when needed.
Final Verdict( MY POINT OF VIEW ):
Indian Defence budget is limited and we can't do modernization of army with that budget but Tour Of Duty will help defence save a lot of money which can be better put into purchase and manufacturing of modern weaponry. Further, we will have a Young Army available with us at any point in time.
In India “ Unemployment “ is reality. Youth with improper guidance does not utilise itself efficiently even when he’s worth.
This initiative will help him become disciplined, confident, trained and committed such that he is able to utilise his talent for fruitful second employment after his Tour of Duty.
